I approve of most points you mentioned to boost efficiency by subtracting unnecessary processes. However, it seemed that you made the DoR too complex to use, and then you remove it.

I would try to reach the team's consensus to define DoR unless they are by default aware that quality would be assured during sprints. In you case, the team must be sufficiently self-managed to make sure their product backlogs are potentially shippable. If so, maybe I would like to see how you lead them to this kind of status quo.
