Well, I have different thoughts from yours. If a team is not mature enough, they should not Scrum as their first trial, because Scrum easily changes people's roles and accountabilities, which would trigger conflicts if they have no idea what you are doing.

Instead, Kanban leads agile transformation without changing current workflow in the very beginning and measure items delivery performance based on scientific data. It provides comprehensible data to help the management aware of the changes to their working system.

However, I won't say one is absolutely better than the other. I am a Scrum lover, and I apply Kanban to start my business. If I were a leader, I would try the order: kanban -> scrumban -> scrum to make a team get familiar with the agile practices along their journey.
