Well, the framework is based on fact that performance could be measured. In my professional field, I would apply the Kanban method to get statisticall data to know the task length a group achieves. And then we hold cadence review to seek further refinement to optimise the workflow, no matter in working methods or in tram composition. All are dependent on data measured.
However, nowadays many people still don't buy into this idea they don't respect to the fact being measured but follow their own abstract feelings and experience.
