Where the stakeholder matrix come from?

I'm not sure if others had the same doubt as me. Although there are many effective tools that help us work together with stakeholders, not all would engage in review meetings or even the team could not meet them very often. It is likely that they found the final release is not well-suited to their needs. How to increase their engagement in a team's work so that frequent inspection and adaptation could happen?
