Your viewpoint is correct. A product owner provides the problem space and guides the team to talk about solutions to it rather than give them any limitations. The DoR is formulated by the team to check if an user story is potentially shippable. It is not required when the team is mature enough to know integrating DoR to their daily work. For most immature teams, they need to imitate to seek innovation.
